In recent years, tech evangelists have made headlines predicting that in the future manual driving will be outlawed. This essay will investigate the question whether a ban of human driven cars can be defended on moral grounds in a future scenario in which autonomous cars are going to be significantly safer than manually driven cars. This article will argue that in such a future scenario manually driven cars, for moral reasons, indeed should be banned from participating in regular traffic. Since (...) the moral argument for outlawing manually driven cars will likely be met by resistance by car-aficionados, in the final part of the paper, we are devising a proposal for reconciling the strong moral case for a ban of manually driven cars with the widespread fondness of manual driving. What, if anything, is the import of Hayek to epistemic democracy? Although Hayek is revered by epistemic democrats for his insights into the epistemic aspects of the market sphere, it is generally believed that his theory is moot with respect to democratic reason. This paper aims to challenge this verdict. I argue that a Hayekian analysis of inclusive public deliberation contributes at least three valuable lessons: (1) Hayek makes the case that under certain conditions even unbiased deliberators are permanently unable (...) to converge on the best available policy option. Call this the problem of ‘persistent hidden policy champions’. (2) He demonstrates that to unlock hidden policy champions, reasonable minority factions need the opportunity to act on their own evidential standards. (3) He challenges epistemic democrats to think more carefully about how to design the “epistemic basic structure” (Kurtulmus and Irzik 2017) of society in order to account for persistent hidden policy champions. The concept of general arousal has a long history in emotion research. However, the concept is more complex and nuanced than is generally appreciated. In this comment, we note some of the early conceptualizations of arousal and how they might comport with more modern representations of the construct. Importantly, we show how modern conceptualizations which incorporate the physiological complexity of arousal measurement and peripheral-central nervous system interactions might help to provide a more solid framework for the construct moving forward. This essay criticizes the current approach to epistemic democracy. Epistemic democrats are preoccupied with the question of how a society can best exploit a given stock of knowledge. This article argues that the problem-solving capability of a society depends on two factors rather than one. The quality of decision-making depends both on how a democracy is able to make use of its stock of knowledge and on the size of the knowledge stock. Society’s problem-solving capability over time is therefore a (...) function of its ability to develop its knowledge exploitation mechanisms and the growth rate of its knowledge stock. Based on this enhanced model of social problem-solving, this essay compares two different political ideal types: experimental democracy, as commonly defended by epistemic democrats; and polycentric democracy, a model defended most commonly by political economists. The epistemic value of a political procedure—such as democracy or a civil trial system—depends on how well it performs in arriving at decisions that are correct by some independent standard. A core assumption in the literature on epistemic democracy is that boosting the epistemic value of such a procedure makes it better overall. Even though this assumption seems innocuous (and hence has not been discussed in much detail), we will argue that it is not beyond the pale of reasonable disagreement. (...) The genus problem of populism presents one of the most vexing conceptual questions across the social sciences: Some theorists believe that populism is nothing more than an assembly of discursive patterns, while others maintain that populism is a strategy to gain political power. Then there are those that argue that populism is a thin ideology that lacks a coherent set of guiding principles. The paper intervenes in this debate in two ways: First, it offers a methodological apparatus for evaluating and (...) developing contested concepts such as populism. Second, it puts forward and defends the claim that populism can be fruitfully understood as a coherent ideology that rests on four foundational principles. These principles, I will argue, are necessary for explaining the paradigmatic beliefs and dispositions exhibited by exponents of populism. One of the key characteristics of populism, on the account developed in this paper, is its peculiar epistemic stance. (shrink)

Persistent disagreement is perhaps one of the defining features of modern liberal democracy. Disagreement, though, is not merely a philosophical nuisance, but a source of friction and conflict. The goal of this work is to inquire, whether we can conceive of a political order that might be judged superior to our current modus vivendi arrangements for settling conflict from a diverse set of normative standards or perspectives. In this essay we develop the concept of Polycentric Democracy.

The philosophy of Wittgenstein is both novel and enigmatic. What is his new revolutionizing methodology? What is his aim, his purpose, his intention? Die politische Errichtung eines Cordon Sanitaire um populistische Parteien führt auf gesellschaftlicher Ebene zu einer Praxis, in der die Anliegen, Argumente und Ängste von Populisten und ihren Sympathisanten zu einem gewissen Grad tabuisiert werden. Da die Errichtung eines Cordon Sanitaire den epistemischen Zielen der Wissenschaft widerspricht, kommt es notwendig zu einem Spannungsverhältnis, wenn der Cordon Sanitaire auf die Hallen der Wissenschaft ausgedehnt wird. Dieser Beitrag setzt sich aus der Warte der Politischen Philosophie mit diesem Spannungsverhältnis auseinander. In nuce wird argumentiert, (...) dass die Universität gut beraten ist, das Primat der Wahrheitssuche in ihrem eigenen Geltungsbereich offensiv und selbstbewusst zu verteidigen. In der Wissenschaft darf nur das bessere Argument zählen. Weiter wird der Forderung inner-universitäre Gremien einzurichten, die zentral über die Einladung von heterodoxen Denkern/innen entscheiden, eine Absage erteilt, da solche Gremien den Sinn der Wissenschaftsfreiheit untergraben. The migration debate highlights a crucial shortcoming of non-ideal theory. Non-ideal theory, this essay argues, is in a sense still too ideal. The open border approach to minimal global justice reveals that non-ideal theory is missing the appropriate tools for engaging moral problems that are brought about by a thorough lack of empathy. To remedy this flaw, I conceptualize a two-tier approach to nonideal theory. The basic idea behind the two-tier approach is adding the toolset of instrumental morality to non-ideal (...) theory. Instrumental morality, I argue, should take center stage whenever standard non-ideal theory fails to accomplish its task. Applying the approach to global justice, the article will make the case for charter cities. The policy of creating charter cities is built on the insight that in a world plagued by limited empathy, justice must be advanced in accordance with and not against the existing interests. (shrink)

as Problem mit der normativen Konzeption von Ludwig von Mises ist, dass sie sich zu den Hauptkategorien der Politischen Philosophie querstellt. Sie passt in keine der üblichen Schubladen, ist weder deontologisch noch klar konsequentialistisch, weder kommunitarisch noch Vertragstheorie. In diesem Essay soll es deswegen zuerst darum gehen, die Schwierigkeiten auszuloten, die eine Einordnung der Mises‘schen Sozialphilosophie in das Kategorisierungssystem der Politischen Philosophie mit sich bringt. Im zweiten Abschnitt soll in kurzen Strichen eine Systematik dargelegt werden, innerhalb derer die Sozialphilosophie von (...) Mises in Verbindung zur restlichen Politischen Philosophie gebracht werden kann. Im dritten Abschnitt soll die Liberalismus-Konzeption von Mises anhand der entwickelten Systematik dann in ein Verhältnis zu den großen Liberalismus-Konzeptionen von Bentham, Mill und Locke gesetzt werden. Konkret soll dafür argumentiert werden, dass klassische Liberalismus-Theorien zuerst die normative Frage klären, um dann politische und ökonomische Struktur ableiten zu können. Mises¬ – und viele politisch-ökonomische Konzeptionen nach ihm – gehen, so möchte ich argumentieren, den umgekehrten Weg. Wie das funktionieren kann, soll anhand der Mises’schen Liberalismus-Theorie in Abschnitt vier gezeigt werden. In Punkt fünf möchte ich abschließend meine Einordnung der Mises’schen Theorie in die Politischen Philosophie gegen die von Murray Rothbard, Mises‘ Meisterschüler, verteidigen. (shrink)

In this article, I argue that experimental ethics – like experimental economics – should also concern itself with field experiments. In particular, I defend two claims: a) that philosophers in normative ethics could considerably narrow down their disputes if they could agree on a wider range of socio-economic facts; and that b) the socio-economic facts that would be needed for this could only be generated by deliberate large-scale social experimentation. This essay normatively grounds my interest in special administration zones.

Since the collapse of the Soviet Union, there is a wide consensus in society and science that a modern society cannot do without a market economy. The current political and academic debate revolves primarily around the question of what kind of social system a modern society needs. This question includes important normative as well as instrumental aspects. In this essay, we want to pursue the question of how modern societies can best achieve progress in both dimensions. The standard response — (...) both politically and academically — is that we can improve our social system best through piecemeal engineering. According to the standard view, the improvements of our social system should be both democratically legitimizced and put into effect nationwide. In this essay, we want to oppose this consensus and raise the question whether a competition between decentralized social systems would not be a more apt means to reach shared goals. The motivating idea behind this essay is not to pesent a fully-fledged theory, but to question some of the standard presumptions for piecemeal engineering that is often directed against institutional compctition in the realm of social systems. Zunächst einmal möchten wir klären, was der Begriff ökonomischer Bildung umfasst, um in einem zweiten Schritt klären zu können, welche Teilaspekte von ökonomischer Bildung möglicherweise verbindlich gelehrt werden sollten – und welche Teilaspekte etwa auch nur Teil von Spezialausbildungen sein könnten. Wir werden dabei zu dem Schluss kommen, dass vor allem die Politische Ökonomie – also ein Fach, das einen Schwerpunkt auf ordnungsökonomische und ordnungsethische Problemstellungen legt – ein Kandidat für die allgemein verbindliche Ausbildung an deutschen Schulen ist. Im zweiten (...) Schritt möchten wir diskutieren, inwiefern sich die Einführung eines Faches Politische Ökonomie rechtfertigen ließe. Eine Rechtfertigung im philosophischen Sinne muss dabei zeigen können, dass die Einführung eines Fachs Politische Ökonomie nicht nur bestimmten Interessen – z.B. wirtschaftlichen Lobby-Gruppen dient –, sondern von einem gesellschaftlichen Konsens getragen werden könnte. In [3], two different effective versions of Borel embedding are defined. The first, called computable embedding, is based on uniform enumeration reducibility, while the second, called Turing computable embedding, is based on uniform Turing reducibility. While [3] focused mainly on computable embeddings, the present paper considers Turing computable embeddings. Although the two notions are not equivalent, we can show that they behave alike on the mathematically interesting classes chosen for investigation in [3]. Neuronal signalling involves multiple neuropeptides that are diverse in structure and function. Complex patterns of tissue‐specific expression arise from alternate RNA splicing of neuropeptide‐encoding gene transcripts. The pattern of expression and its role in cell signalling is diffecult to study at the level of single neurons in the complex vertebrate brain. However, in the model molluscan system, Lymnaea, it is possible to show that alternate mRNA expression of the FMRFamide gene is specific to single identified neurons. Two different transcripts are (...) expressed in a mutually exclusive manner in different neurons. Post‐translational processing of the two precursor proteins leads to completely distinct sets of neuropeptide transmitters. The function of these transmitter cocktails, resulting from alternate mRNA splicing, was studied physiologically in identified neurons forming part of a behaviourally important network regulating heartbeat. The recent progress in the development of autonomous cars has seen ethical questions come to the forefront. In particular, life and death decisions regarding the behavior of self-driving cars in trolley dilemma situations are attracting widespread interest in the recent debate. In this essay we want to ask whether we should implement a mandatory ethics setting for the whole of society or, whether every driver should have the choice to select his own personal ethics setting. While the consensus view seems (...) to be that people would not be willing to use an automated car that might sacrifice themselves in a dilemma situation, we will defend the somewhat contra-intuitive claim that this would be nevertheless in their best interest. The reason is, simply put, that a PES regime would most likely result in a prisoner’s dilemma. (shrink)

A vital process in maintaining a low genetic error rate is the removal of mismatched bases in DNA. The importance of this process in E. coli is demonstrated by the 100–1000 fold increase in mutation frequency observed in cells deficient in this repair system(1). Mismatches can arise as a consequence of recombination, errors in replication and as a result of spontaneous chemical deamination, the latter process resulting in an estimated twelve T:G mismatches per genome per day in mammalian cells(2). Dynamic intra-individual variability (IIV) in cardiac vagal control across multiple situations is believed to contribute to adaptive cognition under stress; however, a dearth of research has empirically tested this notion. To this end, we examined 25 U.S. Army Soldiers (all male, Mean Age= 30.73, SD = 7.71) whose high-frequency heart rate variability (HF-HRV) was measured during a resting baseline and during three conditions of a shooting task (training, low stress, high stress). Response inhibition was measured as the correct rejection of (...) friendly targets during the low and high stress conditions. We tested the association between the standard deviation of HF-HRV across all four task conditions (IIV in vagal control) and changes in response inhibition between low and high stress. Greater differences in vagal control between conditions (larger IIV) were associated with higher tonic vagal control during rest, and stronger stress-related decreases in response inhibition. These results suggest that flexibility in vagal control is supported by tonic vagal control, but this flexibility also uniquely relates to adaptive cognition under stress. Findings are consistent with neurobehavioral and dynamical systems theories of vagal function. (shrink)

Using this, we answer a question from [4], showing that there is no computable embedding of VS into ZS, where VS is the class of infinite vector spaces over Q, and ZS is the class of models of Th(Z, S). The use of upper limb vibration during exercise and rehabilitation continues to gain popularity as a modality to improve function and performance. Currently, a lack of knowledge of the pathways being altered during ULV limits its effective implementation. Therefore, the aim of this study was to investigate whether indirect ULV modulates transmission along spinal and corticospinal pathways that control the human forearm. All measures were assessed under CONTROL and ULV conditions while participants maintained a small contraction of the right flexor (...) carpi radialis muscle. To assess spinal pathways, Hoffmann reflexes elicited by stimulation of the median nerve were recorded from FCR with motor response amplitudes matched between conditions. An H-reflex conditioning paradigm was also used to assess changes in presynaptic inhibition by stimulating the superficial radial nerve 37 ms prior to median nerve stimulation. Cutaneous reflexes in FCR elicited by stimulation of the SR nerve at the wrist were also recorded. To assess corticospinal pathways, motor evoked potentials elicited by transcranial magnetic stimulation of the contralateral motor cortex were recorded from the right FCR and biceps brachii. ULV significantly reduced H-reflex amplitude by 15.7% for both conditioned and unconditioned reflexes. Therefore, ULV inhibits cutaneous and H-reflex transmission without influencing corticospinal excitability of the forearm flexors suggesting increased presynaptic inhibition of afferent transmission as a likely mechanism. A general increase in inhibition of spinal pathways with ULV may have important implications for improving rehabilitation for individuals with spasticity. (shrink)

According to the free energy principle biological agents resist a tendency to disorder in their interactions with a dynamically changing environment by keeping themselves in sensory and physiological states that are expected given their embodiment and the niche they inhabit :127–138, 2010. doi: 10.1038/nrn2787). Why would a biological agent that aims at minimising uncertainty in its encounters with the world ever be motivated to seek out novelty? Novelty for such an agent would arrive in the form of sensory and physiological (...) states that are unexpected. Such an agent ought therefore to avoid novel and surprising interactions with the world one might think. Yet humans and many other animals find play and other forms of novelty-seeking and exploration hugely rewarding. How can this be understood in frameworks for studying the mind that emphasise prediction error minimisation? This problem has been taken up in recent research concerned with epistemic action—actions an agent engages in to reduce uncertainty. However that work leaves two questions unanswered, which it is the aim of our paper to address. First, no account has been given yet of why it should feel good to the agent to engage the world playfully and with curiosity. Second an appeal is made to precision-estimation to explain epistemic action, yet it remains unclear how precision-weighting works in action more generally, or active inference. We argue that an answer to both questions may lie in the bodily states of an agent that track the rate at which free energy is being reduced. The recent literature on the predictive brain has connected the valence of emotional experiences to the rate of change in the reduction of prediction error :e1003094, 2013. doi: 10.1371/journal.pcbi.1003094; Van de Cruys, in Metzinger and Wiese Philosophy and predictive processing, vol 24, MIND Group, Frankfurt am Main, 2017. doi: 10.15502/9783958573253). In this literature valenced emotional experiences are hypothesised to be identical with changes in the rate at which prediction error is reduced. Experiences are negatively valenced when overall prediction error increases and are positively valenced when the sum of prediction errors decrease. We offer an ecological-enactive interpretation of the concept of valence and its connection to rate of change of prediction error. We show how rate of change should be understood in terms of embodied states of affordance-related action readiness. We then go on to apply this ecological-enactive account of error dynamics to provide an answer to the first question we have raised: It may explain why it should feel good to an agent to be curious and playful. Our ecological-enactive account also allows us to show how error dynamics may provide an answer to the second question we have raised regarding how precision-weighting works in active inference. An agent that is sensitive to rates of error reduction can tune precision on the fly. We show how this ability to tune precision on the go can allow agents to develop skills for adapting better and better to the unexpected, and search out opportunities for resolving uncertainty and progressing in its learning.
